Capital Investment Entrant Scheme
Introduction

In October 2003, the Capital Investment Entrant Scheme ("Scheme") was launched by The Government of the Hong Kong Special Administrative Region. The objective of the Scheme is to facilitate the entry for residence by capital investment entrants who make capital investment in Hong Kong through permissible investment asset classes but would not be engaged in the running of any business here.

The Scheme is applicable to*

 

  • Foreign nationals (except nationals of Afghanistan, Cuba and Democratic People's Republic of Korea);
  • Macao Special Administrative Region (Macao SAR) residents;
  • Chinese nationals who have obtained permanent resident status in a foreign country;
  • Stateless persons who have obtained permanent resident status in a foreign country with proven re-entry facilities; and
  • Taiwan residents

 

* To meet the needs of individual clients, we provide clients with referral services by referring clients to immigration consultants and solicitors which assist clients in the application for permanent resident status in a foreign country and immigration procedures.
Eligibility Criteria

To qualify for admission under the Scheme, the entrant must:

 

  • Be aged 18 or above when applying for entry under the Scheme;
  • Have net assets of not less than HK$10 million to which he is absolutely beneficially entitled throughout the two years preceding his application;
  • Have invested within six months before submission of his application to the Immigration Department, or will invest within six months after the granting of approval in principle by the Immigration Department, not less than HK$10 million in permissible investment asset classes (except "Certificates" of Deposit which must be invested within the latter period);
  • Have no adverse record both in Hong Kong and country / region of residence; and
  • Be able to demonstrate that he is capable of supporting and accommodating himself and his dependants, if any, on his own without relying on any return on the permissible investment assets, employment or public assistance in Hong Kong

 

Permissible Investment Asset Classes

 

  • Equities - shares of companies that are listed on the Hong Kong Stock Exchange and traded in Hong Kong dollars
  • Debt securities denominated in Hong Kong dollars
  • Certificates of deposits denominated in Hong Kong dollars
  • Subordinated debt denominated in Hong Kong dollars issued by authorized institutions
  • Eligible collective investment schemes

Relevant Banking Services

Asset Reporting Agency Service
Particulars Record and provide information to the Director of Immigration of the relevant assets of the clients.
Annual Service Fee HK$7,000 per year
China Merchants Bank's clients can enjoy service fee waiver for first year

Example:
Client acquires the service for asset reporting agency of Capital Investmnet Entrant Scheme this year on 1 June, the first year annual service fee will be exempted from 1 September of this year to 31 August of next year once the formal approval has been granted (assumed to be 1 September of this year)
Payment Date First year annual service fee should be paid after the formal approval has been granted, and every subsequent annual service fee is payable within 14 days after each anniversary.
Notes:

 

  • In any event, if the client or Wing Lung Bank (the "Bank") shall terminate the relevant agency appointment, any service fee paid by the client will not be refunded.
  • If the client is in arrear of any fee, the Bank may terminate the relevant agency appointment without any notice. The Bank is not responsible for any losses suffered by the client as a result of termination.
  • The Bank reserves the right to change service fee and / or terminate any offer and their terms and conditions at any time without prior notice. In case of dispute, the decision of the Bank shall be final and binding.
  • If there is any discrepancy between the English and Chinese versions, the English version shall prevail.
